OF THE GOVERNMENT OF THE RUSSIAN FEDERATION
NO. 620 OF AUGUST 18, 2008
ON THE CONDITIONS FOR GRANTING WITHOUT TAIL PRIMARY STATISTICAL
AND ADMINISTRATIVE DATA TO SUBJECTS OF OFFICIAL STATISTICAL RECORDS
In accordance with Article 8 of the Federal Law on the Official
Statistical Records and the System of State Statistics in the Russian
Federation the Government of the Russian Federation resolves:
To approve the appended Regulations for the Conditions for Granting
Without Fail Primary Statistical and Administrative Data to Subjects of
Official Statistical Records.

The Regulations
for the Conditions for Granting Without Fail Primary Statistical
and Administrative Data to Subjects of Official Statistical Records
(approved by Decision of the Government
of the Russian Federation No. 620 of August 18, 2008)
1. The present Regulations define the conditions for presenting
without fail primary statistical and administrative data to subjects of
official statistical records.
2. the presentation by respondents without fail of primary
statistical and administrative data to subjects of official statistical
records shall be effected with the observance of the following
conditions:
a) the formation by subjects of official statistical records on the
basis of primary statistical administrative data of official statistical
information;
b) the presence of the forms of the federal statistical observation,
approved in the established order and of directions for their completion;
c) the bringing by subjects of official statistical records of the
slips of the forms of the federal statistical observation and of
directions on the their completion to their respondents;
d) the presence of a written inquiry by a subject of official
statistical records about the presentation of administrative data or the
agreement on the information interaction between the subject of official
statistical records and the respondent who receives administrative data.
3. Primary statistics shall be presented without fail free of charge
to subjects of official statistical records by the respondents set up on
the territory of the Russian Federation by the juridical persons, organs
of state power and local self-government bodies, by branches,
representations and subdivisions of foreign organisations acting on the
territory of the Russian Federation.
Respondents who are citizens carrying out business activity without
the setting up a juridical person on the territory of the Russian
Federation shall be obliged to submit free of charge to the subjects of
the official statistical records primary statistical data associated with
their business activity.
The respondents - subjects of small and middle business shall submit
primary statistics in a simplified procedure in accordance with the
Federal Law on the Development of Small and Medium-sized Business
in the Russian Federation.
4. Primary statistic data shall be submitted to the subjects of the
official statistic records by the respondents indicated in Item 3 of the
present Regulations according to the established forms of the federal
statistical observation in conformity with the directions on their
completion at the addresses in the periods and with the periodicity
indicated on the slips of these forms.
The forms of the federal statistical observation and the directions
on their completion shall be approved by the Federal State Statistics
Service upon the proposal of subjects of official statistical records,
unless otherwise is established by federal laws.
The subjects of the official statistical records shall place the
forms of the federal statistical observation and directions on their
completion on their official sites in the Internet.
The subjects of the official statistical records shall bring free of
charge to the notice of respondents the slips of the forms of the federal
statistical observation and directions on their completion.
5. The chief of a juridical person shall appoint officials
authorised to submit statistical information (primary statistics) on
behalf of the juridical person.
6. The reflection of primary statistics in the forms of the federal
observation with a contravention of indications on their completion, with
arithmetical or logical errors shall be deemed to be the submission of
unreliable data.
Subjects of official statistical records in whose address primary
statistics are submitted shall send within three days a written notice
(by postal, facsimile and electronic communication) to the respondents
which provided these records upon the discovery of unreliable primary
statistics. The respondents which admitted the facts of the presentation
of unreliable primary statistics shall send to the subjects of official
statistical records corrected data within three days after the discovery
of these facts by the respondents themselves or after the reception of
the written notice from the subjects of official statistical records. The
corrected date shall be submitted together with the covering letter that
contains grounds for the introduction of corrections and is signed by the
official. This procedure shall be used in compliance with item 5 of the
present Regulations and supplied with necessary explanations.
7. Primary statistics documented according to the forms of the
federal statistical observation shall be presented by respondents on
paper carriers or in electronic forms in keeping with the legislation of
the Russian Federation.
the procedure for the submission of primary statistics in the
electronic form that determines standards for software, technical
carriers, communication channels and protection media, and also the
conditions for the use of the electronic digital signature and the
formats of presenting data in electronic form shall be established by
subjects of the official statistical records.
8. Administrative data shall be submitted to subjects of the
official statistical records for the formation by them of the official
statistical information by the respondents - the federal organs of state
power, other state federal bodies, the organs of state power in the
constituent of the Russian Federation, other state organs of the
constituents of the Russian Federation, the local self-government bodies,
state-owned organisations and by other organisations discharging
permission, registration, control and supervision, and also other
administrative functions in conformity with the legislation of the
Russian Federation.
9. The administrative data shall be submitted by respondents to the
subjects of the official statistical records in the form of documented
information in keeping with the requirements of the legislation of the
Russian Federation for the documentation and the content of information
in connection of the corresponding administrative functions.
the list of the administrative data or the documents containing
these data necessary for the formation of official statistical
information, the method and the period of their presentation shall be
indicated in the written inquiry of a subject of the official statistical
records or in the agreement on the information interaction of the subject
of the official records and the respondent that receives administrative
data.
10. Primary statistical and administrative data may be presented by
the respondents of the subjects of statistical records personally or
through a representative and sent in the form of an item of mail with the
enclosure or transferred through telecommunication channels.
11. The date of the dispatch of the item of mail with its enclosure
or the date of sending them through telecommunication channels, or the
date of the actual transfer of the official statistical records to the
subject of these records shall be deemed to be the date of the submission
of the primary statistical and administrative data.
12. At the request of respondents the subjects of the official
statistical records shall put down on the copy of the received form of
the federal statistical observation a note on its acceptance and the date
of its presentation or shall transfer to the respondent a receipt on the
acceptance in electronic form upon the reception of the data through
telecommunication channels.
13. The primary statistical and administrative data containing
information comprising a state or an administrative secret, information
about taxpayers, about the personal data of natural persons, provided
that they are depersonalised without fail and contain other information,
the access to which is limited by federal laws, shall be presented by the
respondents to the official statistical records in keeping with the
legislation of the Russian Federation on these categories of information
for a restrictive access.
14. The non-presentation or the untimely presentation by respondents
to the subjects of official statistical records of primary statistical or
administrative data or the presentation of unreliable primary statistical
or administrative data shall involve the responsibility of the
respondents, stipulated by the legislation of the Russian Federation.
15. The subjects of official statistical records in the order
established by the legislation of the Russian Federation shall provide
the protection for the primary statistical and administrative data
submitted by respondents, which represent information of a limited access
and shall bear responsibility in keeping with the legislation of the
Russian Federation for their loss, divulgence, dissimination, and also
the use not for the purpose of forming official statistical information.
