DECISION OF THE GOVERNMENT OF THE RUSSIAN FEDERATION
                        NO. 241 OF MARCH 29, 1994
        ON THE INTRODUCTION OF THE VISA (AUTHORISATION) PROCEDURE
            FOR ENTRY OF CITIZENS OF THE LITHUANIAN REPUBLIC
              INTO THE TERRITORY OF THE RUSSIAN FEDERATION

 

 

     In connection  with  the  introduction  by  the  Government  of  the
Lithuanian Republic of the visa regime  of  entry  for  citizens   of the
Russian Federation to the  territory  of  the  Lithuanian   Republic, the
Government of the Russian Federation resolves as follows:
     1. To introduce the visa  (authorisation)  procedure  for   entry of
citizens of the Lithuanian Republic into the  territory  of  the  Russian
Federation.
     The Ministry of Foreign Affairs  of  the  Russian  Federation  shall
approve a temporary procedure, agreed upon with the Ministry of  Internal
Affairs  of  the  Russian  Federation,  the  Federal  Counterintelligence
Service of the Russian Federation, the Federal Border Service  -  General
Headquarters of the Border Troops of the Russian Federation and with  the
Lithuanian side, of mutual trips of citizens of the  Lithuanian  Republic
and the Russian Federation.
     2. The Federal Border Service - General Headquarters of  the  Border
Troops of the Russian Federation shall exercise passport-and-visa control
with respect to citizens of the Lithuanian Republic at  points  open  for
international passenger communication.
     3. The Ministry of Internal Affairs shall, in cooperation  with  the
Federal Counterintelligence Service of  the  Russian  Federation,  ensure
control over the observance by citizens of the  Lithuanian  Republic  and
also  by  officials  of  enterprises,  organisations,    institutions and
citizens of the Russian Federation receiving  them,  of  the  established
rules for the stay of foreign citizens on the territory  of  the  Russian
Federation.

 

     4. To maintain until February 6, 1995 the  visa-free  procedure  for
entry into the territory of the Russian Federation  of  citizens  of  the
former USSR permanently residing  on  the  territory  of  the  Lithuanian
Republic who have not obtained the citizenship of the Russian Federation,
the Lithuanian Republic or of a third state.

 

     5. To entrust the head  of  the  state  delegation  of  the  Russian
Federation, V.F. Isakov, at the negotiations with the Lithuanian Republic
with conducting consultations  on  the  conclusion  of  intergovernmental
agreements aimed at simplifying mutual trips of citizens of  the  Russian
Federation  and  the  Lithuanian  Republic,  with  inclusion   therein of
provisions stipulating the ensuring of the interests of  the  Kaliningrad
Region of the Russian Federation.

 

     6. To establish that the visa (authorisation) procedure of entry  of
citizens of the Lithuanian Republic into the  territory  of  the  Russian
Federation shall be introduced on the thirtieth day from the date of  the
adoption of this Decision.
