   DECISION OF THE GOVERNMENT OF THE RUSSIAN FEDERATION
                        NO. 313 OF APRIL 26, 2008
                 ON AMENDING DECISION OF THE GOVERNMENT
          OF THE RUSSIAN FEDERATION NO. 789 OF NOVEMBER 1, 2002

     The Government of the Russian Federation resolves as follows:
     1. To approve the annexed Amendments Introduced into the Regulations
on the Issuance to Foreign Citizens and Stateless Persons of a Permit for
Temporary Residence approved by Decision of the Government of the Russian
Federation  No.  789  of  November  1,  2002  (Sobraniye  Zakonodatelstva
Rossiyskoy Federatsii, 2002, No. 45, item 4516; 2007, No.  5,  item  667;
2008, No. 14, item 1412).
     2. The Federal Migration Service shall determine the  procedure  for
filling in a permit for temporary residence to be  issued  to  a  foreign
citizen or a stateless person.

                               Amendments
             Introduced into the Regulations on the Issuance
          to Foreign Citizens and Stateless Persons of a Permit
                         for Temporary Residence
    (approved by Decision of the Government of the Russian Federation
                        No. 313 of April 26, 2008)

     1. Item 23 shall be set forth in the following wording:
     "23. To a foreign citizen (or a stateless person)  who  has  reached
the age of fourteen, including a foreign citizen  who  has  come   to the
Russian Federation in the procedure not  requiring  the  obtaining   of a
visa, a permit for temporary residence shall be drawn up with the use  of
a mastic stamp in the document  identifying  his  identity  on   the form
according to Annex No. 1.
     A permit  for  temporary  residence  to  a  foreign    citizen (or a
stateless person) who has not reached the age of fourteen shall be  drawn
up with the use of  a  mastic  stamp  in  the  document   identifying the
identity of each of the  parents  or  in  the  document   identifying the
identity of one of them who has obtained a permit for temporary residence
on the form according to Annex No. 1 to these Regulations.
     A stateless person not having a document identifying  the  identity,
shall be issued with  a  permit  for  temporary  residence  on   the form
according to Annex No. 2.".
     2. In paragraph one of Item 30 the words "according to the Annex  to
these Regulations" shall be replaced with the words "according  to  Annex
No. 3".
     3. Annexes No. 1 and 2 shall be added reading as follows:

                                          "Annex No. 1 to the Regulations
                                      on the Issuance to Foreign Citizens
                                        and Stateless Persons of a Permit
                                                  for Temporary Residence

                                  Form
            of a Mastic Stamp on Permitting a Foreign Citizen
               (a Stateless Person) to Reside Temporarily
                        in the Russian Federation

     On the mastic stamp having the dimensions of 100 x 75 mm there shall
be indicated:
     the surname, first name and  patronymic,  if  any,  of  the  foreign
citizen (stateless person) - in Cyrillic letters and after the sign "/" -
in Roman letters;
     the date and place of birth;
     the sex and citizenship;
     the number and date of the adoption of the decision on the  issuance
of the permit for temporary residence;
     the period of effect of the permit for temporary residence  and  the
name of the body which has issued the permit for temporary residence.

                                                  for Temporary Residence

                                  Form
            of the Blank of a Permit for Temporary Residence

     1. The permit for temporary residence shall  be  manufactured   on a
blank measuring 125 x 88 mm.
     2. The series and number of the blank shall  be  reproduced  on  the
left side in the lower part of the spread of the blank. The series of the
blank shall be designated with a two-digit number and the number  of  the
blank - with a six-digit number.
     3. In the blank there shall be indicated:
     the surname, first name(s) and patronymic, if any, - in Cyrillic and
Roman letters;
     the date and place of birth, the sex;
     the number and date of the adoption of the decision on the  issuance
of the permit for temporary residence;
     the name of the body which  has  issued  the  permit  for  temporary
residence;
     the period of effect of the permit for temporary residence;
     the signature and surname of the official;
     the date of issuance;
     the signature of the holder;
     the address of the temporary residence of the stateless person.
     On the same page shall be placed a photograph of the holder  of  the
permit for temporary residence. Letters "s.l." shall designate the  place
for the signature.".
     4. The numeration title of the Annex to Decision of  the  Government
of the Russian Federation No. 789 of November 1, 2002 shall be set  forth
in the following wording:

                                          "Annex No. 3 to the Regulations
                                      on the Issuance to Foreign Citizens
                                        and Stateless Persons of a Permit
                                                for Temporary Residence".
